First point: yes.
Other two points: I'd report the buyer for abusing the Money Back Guarantee / returns process. Sounds like eBay did require a photo and instead of adding one the buyer just sent a screenshot of their shipping address, wiggling their way past eBay's requirements.

Sounds the the same person I just got a neutral from, almost to the exact way he said it...probably the same jerk...I blocked him immediately.

Depending on the return reason they may not have to supply photos.
Screenshot in first post says the return reason was "arrived damaged." Seller came back to say the buyer did have to upload a photo to the return, but all they did was upload a screenshot of their shipping address.
Seller needs to report the buyer for abusing the returns process and MBG.

Refunding seems to be the best option in this scenario.
