Buyer filed false return: need your guidance, please.

Got one of those "renters" of free clothing. There were many flags about that scammer: negatives to sellers, which led me to google her on the web further; then horrible reviews as a business person. I was going to cancel the transaction, but as we all hope we will be exclusion from scam by those scammers and sent a dress to her.
She received a brand new with tag and no defects dress yesterday, and today she wants to return it selecting "damaged". When I checked her online, she was much bigger on the public photos than the size of my dress, but she sure was pictured in similar dresses by the same brand. So my assumption either she wore it today (she pretends to be an "art" person) for some meeting (Florida is open for business), or the dress didn`t fit her, and she knew how to play free returns when a seller didn`t offer it.
I replied a few times letting her know that she knew and I knew that the dress was in perfect condition and that she must return it in a brand new condition. I also mentioned that it might had not fit her, as I saw her pictures (and reputation). She replied in short sentences, not much drama, just plain lies.
Now she is quiet (either afraid that I know too much about her bad reputation and can pay her back, or waiting for something). My question is as following:
If I don`t approve return (and don`t send her a return label - I don`t offer free returns, but since she lied, she will get free label), will she keep the dress? What is the lesser loss action in my situation?

If you fail to respond to a SNAD case, ebay will refund the buyer using your money and will probably allow the buyer to keep the dress. In addition, you will get a nasty defect and it could only take a couple of those for you to permanently lose your selling privileges.
