Just got my first dumb buyer (I'm new to Ebay). I posted an item as "Parts or Repair Only" I noted that the item had been in the water, and stated "Returns Not Accepted". Now No-Can-Read, who by the way had bought the item for half what I listed it for, requested a refund through Ebay not even giving me a chance. Of course Ebay sent a return label and will refund. I'm so mad I don't know if I should even keep doing Ebay at all. It's only $20 and I know most of you have had bigger losses but by the time I get charged for postage there and postage back I will have lost more than I would have gained had the sale gone through. Thanks for the forum to let off steam.

Lets start.
There is no such things as NO RETURNS ACCEPTED and you keep the money. Per eBay,, they have something that is called Money Back Guarantee that protects buyers. Your no returns "could" be interpreted as meaning that you will not accept the item back, but will issue refund. When a case is placed, you have time to respond, it is best to accept it and pay for the return shipping. If, in your mind the expense of return is great, might as well write it off and refund accordingly.
Perhaps the buyer bought this just to get that one piece he needed to fix his, and then requested a refund from eBay. Who knows, but many have abused this policy and have been burned badly.
Suggest you read into it first.
As far as eBay goes,
1) Buyer is always right
2) Seller is always wrong
3) Don't sell anything you can't afford to loose
4) When in doubt, go back and re-read from #1

Yep. That Campbell Scientific listing was a disaster waiting to happen. Since you're new... you might want to reconsider and just refund the customer without requiring a return. That'd save you return postage...
Note that I rarely suggest refunding without return, but in this case... I feel you'd be chasing good money after bad. Generally, I feel that if an item sells once, it will again. With this item... I'm not feeling that.

Mtgraves7984 is right. Refund tell buyer to discard item.
i sell items for parts but they can be refurbished and I know that there are people on ebay that fix/ buy to refurbish.
One time I had buyer who bought it and said item is in worse condition than pictured. He wanted me to drop price from $120 to $20. I said no. Item was retuned and I still sold it for $120 for parts.
when I sell broken items it is important not to give buyer hope it is working because you will lure someone who may hope and then they get disappointed. Items for parts are usually hard to get discontinued

I expect that buyer expected the 'parts' to be working, and saying you did not test it does not save you from a snad complaint.

You can have a No Returns policy.
You cannot have a No Refunds policy.
A No Returns policy means you don't ever want to see it again and will not pay for it to be returned.
But you will still be refunding the unhappy buyer.
You can demand a return even if you have a No Returns policy, but you will likely be paying for the return shipping.
You can refund when the buyer makes the claim or when the buyer messages about the problem. At the same time that you refund, you tell them to dispose of the unwanted item as they wish.

A no returns policy simply means Ebay cannot force you to accept a remorse return. Doesnt mean in a snad case, if you provide a return label, and refund after return ,you wont get your item back.

Don't sell anything that you know is broken, or that you have not personally tested, otherwise this is what happens. Get enough of these buyers complaining and you will lose your selling privileges altogether.

I’m thinking that insulting customers is a bad start, and you could have refunded without requiring the return.
