Being charged $41 for return shipping on parts that were sent wrong, not what I had ordered. Me paying for the return shipping is not acceptable to me. I have no control over the other end and any negligence they do. Personally I consider this a deal-breaker with eBay

Let me guess - your return reason was “doesn’t fit.”

That was my kneejerk reaction.
Did you open a Return request, and do you remember if you selected 'Doesn't fit' as the reason for the Return?
ETA: I ask because 'Doesn't fit' is a remorse return reason (to eBay), and the buyer pays return shipping for those. And have no doubt that the eBay Money Back Guarantee is iron-clad for buyers, when used properly.

That's exactly what I said because, it did not fit It was the wrong part, it's clearly stated. It was not the part pictures that I had ordered

I really don't know how much more properly I could have returned something saying that it was the wrong part and didn't fit because that's what it is, for that to be any kind of a glitch is nothing but a screw up on eBay's end.. And as I stated much less they've got me on the eBay council, yeehaw

I’ve heard of this eBay council - what is it?
also, think of “doesn’t fit” as a return just for clothing - a rotund gentleman that thinks he is a 32-34 buys the wrong size, and wants to return. Always use an INAD for a legit issue with an item, or if you receive an empty box, or your item is sent to the wrong location.

Evidently the eBay council they've invited me to is not much of anything, but like I said they invited me. They'll send me emails to evaluate something or stuff like that but it doesn't hold much water really, obviously

Not very clear, and it happens to many buyers.
When you chose "doesn't fit" you sealed your fate as it then, by eBay bot actions, became, as another posted, a "remorse" return. Buyers pay remorse returns unless the seller offers free returns.
The choice needed to make it a not as described (seller pays return) would be "wrong item sent."

"I really don't know how much more properly..."
With eBay, you should have chosen 'Doesn't match description or photos' - or- 'Received wrong item'.
With those reasons, you'd have been covered in a 'Not as Described' claim, and the seller would have paid return shipping.
'Doesn't fit' sure seems correct to you and I, but not to a bot. I really feel bad for you, for what it's worth. Hang in there.

You might try ebays Facebook customer service - I’ve heard of them closing out cases like this one, and allowing a buyer to open the right type of case.

That will be a bit difficult as the OP has already paid to return the item, and has been refunded by the seller for the purchase price.

This entire ordeal was eBay has been nothing but had slamming frustrating because of its stupidity. Just looking at this particular vendors ratings, this is a common thing to happen with him to charge customers for wrong parts since and even just condones it, and even allows it to happen. My 100% replies about me on my profile doesn't matter anything absolutely nothing. I've decided to spend all of my purchases from eBay if not temporarily for good and will close my account if I think that's the way to do it. EBay doesn't care I know they're wrong they know they're wrong and for $41 they've lost a customer

My 100% replies about me on my profile doesn't matter anything absolutely nothing. Buyers can only ever have 100% feedback

This was a lesson in online returns. It is the same as on Amazon and I would imagine other venues as well. You have to select the correct reason for the return if you don't wish to pay the return shipping.

No if I real person had actually bothered to read all the questions it asked me that I replied to in this return there.. wouldn't have been a problem.. because my comments clearly state wrong part for vehicle does not fit this vehicle not as identified in ad on eBay, eBay is wrong and that's it
