A section where people buy at their own risk. With feedbacks being the tool used by the buyer to determin if its worth the risk. What you see in the photo is what you get. If you dont you can offer the next guy to either trust or dont trust. After a certain number of DONT TRUST you cant be trusted as a seller in the section. Just because Ebay middlemans the sale doesnt give them the right to mediate it. If i choose not to offer returns then i shouldnt be forced to via Ebay Guarantee.

That already exists. Except it is on sites other than ebay.
I don't think ebay would seriously consider it. Would confuse buyers if that type listing was mixed in with the regular MBG listings. Also might tarnish ebay's reputation.

Then you should not sell here because you agree to just that when you choose to sell here.
want to play in eBay's sandbox?
then you play by eBay rules.
use your own site, and you can do as you wish 🙂

How would you get around PayPal disputes and credit card chargebacks?

sounds like going back to the old wild eBay days.
wouldn't work anyway, because the CC chargeback that is gaining popularity would just cost you more.

That's what parts and repair is for, though I highly recommend you somewhat test the item even if you have to buy a charger or something. I sell laptops in this manner and give a brief description ie "boots to bios, missing keys, no charger" or worst case scenario "no charger to test so I can't provide any information other than appears complete, I haven't opened this device so I can't say it does or doesn't have memory".
