So I bought something from someone in the Baltic States, and they shipped it to the wrong address, I live in the eastern USA and they sent it to the western USA. I am unable to contact them, and I tried returning the item after they wanted me to pay outside of eBay. I am unable to cancel the transaction and have been billed for it even though the item was shipped and delivered to the wrong address after I was going to return it because the seller wanted me to pay outside of eBay.

If you never received the item, how were you going to return it?
Did you open an Item Not Received dispute? If so what is the status? If not open one now.
If you opened a Return Request, then that was a big mistake and you will have to contact ebay.

When you say that you "tried returning the item", how would that work, since you never received it?
Did you perhaps open an "item not as described" case rather than an "item not received" case?
If so, I am regretful to inform you that that case was the wrong kind of case to open.
You could try going back and attempting an INR case, but that may not work.
If you paid with Paypal, you should be able to open an INR case there.
Or do a chargeback on your credit card.
This is a dumb question on my part, but did the seller have the correct address for you and you verified it when you paid?
