So I bought something from someone in the Baltic States, and they shipped it to the wrong address, I live in the eastern USA and they sent it to the western USA. I am unable to contact them, and I tried returning the item after they wanted me to pay ...

the seller wanted payment outside of eBay and I denied to, and payment went through eBay but was shipped to wrong address.
