I cannot purchase anything having to do with firearms or anything ebay classifies as "military" items; even simple things like scope rings, bases, buttpads, plastic grip inserts etc. Although I am a US citizen living in the lower 48 states, ebay says my IP address shows I live in Canada; despite the fact that all items are shipped to my home in the US and my billing address is billed to and paid from the US. Is anybody else being barred from purchasing "military" items because ebay shows your IP location incorrectly? I have tried resolving the issue with ebay but they refuse to budge. I have filed for resolution through their arbitration resolution process but they just ignore that (although that is how they suggest resolving issues). If anybody else is having this problem and wish to have it addressed, I will be filing a class action lawsuit, since they ignore their own resolution process. If you're interested in joining, please let me know.

Hahaha on a class action lawsuit over this LAW eBay is following.
eBay is allowed to make the rules on their playground.
You should Google "can canadians purchase firearms parts and have them shipped to a US address" and learn something.
Do you have an export license for firearms, parts, etc?
The US Dept of State allows for an exemption from an export license for small orders under $100, but this exemption doesn't cover "significant parts."
I know eBay allows magazine cartridges under 10 rounds, or did allow, for example, however effective September 21, 2024 you need a valid firearm license (or NRFD, RCMP 5589) to import handgun barrels, handgun slides, ammunition, and cartridge magazines.
I don't think this is a type of lawsuit you can win but please let us know the outcome.

What network provider are you using? Why are you (apparently) using (what eBay seems to think is) a Canadian IP-address?
Are you using a hotspot or a VPN that might be showing up as being in Canada?
Can you purchase those items when using the eBay app and a different network connection (not using your usual WiFi connection)?

All of your questions were asked and answered in previous strings. My network provider (Surfnet) shows my IP address as Indiana. I am not using either a hotspot nor a VPN. I've used various internet providers (Edge, Chrome, etc) with no results. I cannot purchase the items either on my cell phone or my desk top. and also not using my wifi. ebay recognizes that I live in Indiana but because my IP shows Canada (so they say) I am barred. If I use internet search "where am I" " where is my IP" they all show Indiana. Only ebay says I am in Canada

Try purchasing using your cell phone when not connected to your usual home network. If the problem is your home network, that should work.
If that does not work, then the problem is something else -- possibly your account was originally registered on the Canadian eBay site or it was incorrectly marked as being registered in Canada at the time. To rule that out, try purchasing as a guest or creating a new eBay account and trying to purchase using that. If that works, the problem is your eBay account.

It is crazy to need to do so but, use a VPN to change your IP and purchase. eBay will probably nag you thinking you are a bot but after you verify your human status you maybe able to purchase.

What does Canada or importing have to do with my question? I DO NOT LIVE IN CANADA. I am an American citizen living in Indiana. There is nothing that prevents me from purchasing these items (other than ebay). I am only considering a lawsuit because they are not following their own protocol for arbitrating disputes.

I've tried purchasing with cell phone. I've tried purchasing when not connected to my network. I've tried purchasing as a guest. The problem is my IP address. Ebay says it shows to be in Canada. If I do an internet IP search asking where my IP currently shows, it shows to be in Indiana. My ISP verified that my IP is in Indiana, not Canada. Ebay acknowledges that I live in Indiana. Ebay acknowledges that all items are shipped to Indiana. Ebay acknowledges that payment is billed to my address in Indiana. But ebay refuses to override their setting on my account that says I live in Canada "as it is a matter of homeland security".

The problem is my IP address.
Changing your network changes your IP address.
Try purchasing as a guest while using another network.

Bouncing the ball off the wall with this one; Are you trying to buy off the eBay.com page or finding items during a google search? I have often noticed when viewing items that pop up on a Google search, they often appear to be on the Canada or England site rather than USA even if they were listed on the USA site.
As you have also checked with your ISP, work around might be to have a friend buy for you until you can get this worked out.
Maybe someone can provide the correct link to Facebook or one of the other social media pages that have actual help, I don't have them.

In that case, the problem is not your IP address, because that is tied to your network or internet connection. In spite of what you have been told.

I believe you are mistaken. I followed someone else's advice and used a VPN. Using a USA based VPN allows me to make the purchases I was previously denied, because....., it shows my IP as far as ebay can see to be in the USA

I'm buying off the ebay page. The items are being sold in SD and I'm trying to buy/ship to my home in Indiana. One of the first things I did was contact my ISP and they say my IP shows to be in South Bend Indiana, the same thing that is shown when I use "where am I IP" locator on the internet. ONLY ebay says my IP is Canada. And yes, I had been having my son purchase "banned" items for me from his PC and ship to my house. I did try the ebay facebook link and contacted them via messenger on their page. Their replies have all been runaround no answer don't care won't help you type replies. Their agreement prohibits you from suing them because they agreed to an arbitration clause. But here's the catch; they refuse to use their own arbitration process. Can't sue, won't arbitrate.
