Every eBay page has a Help & Contact link. The Contact Us option will take you to automated chat and callback options.  Using eBay help can be frustrating. Call Us | eBay

Technical issues usually reference issues with something not working correctly that needs to be fixed.  eBay chat currently works as intended by eBay with automated chat. eBay mail support has been eliminated and is no longer an option. It is not an option with technical issues.

You not knowing how to find chat is not a technical issue.
