This has been ongoing for months. It needs to be fixed.

I get that too. Sometimes I'll try a few hours later and it will work. If not, I have to send them a message requesting a combined invoice.

Do these sellers offer combined shipping? If they did, you would already get one when you go to pay if you bought within their window to do so (like things bought with in X number of day). Some items cannot be combined to ship together. If not combined shipping, eBay sends you an invoice so seller shouldn't need to. Not all sellers offer combined shipping.  

If those are not the issue, more information would be needed for the members to offer advice.
