"Open a request" link is not working

Steps to reproduce:

"My Ebay" -> "Purchase History" -> Hover over the item -> "More actions" -> "Contact seller" -> "I nee to return my item" -> "Open a request" -> browser is stuck in loading for about 15 seconds -> page refreshed with "This site can’t be reached returns.ebay.com took too long to respond."
