I can navigate Ebay freely and experience no issues with any other internet site. However, when I click on Ebay's "MAKE OFFER" link, a box with suggested offers and an open blank appears. Clicking on one of the suggestions or typing my own offer results in the box going white and the appearance of a ever spinning circle. On listings without "MAKE OFFER", when I click on the "BID" link, I get the same empty white box with a spinning circle. It's as though the links initiate but never complete loading. Thus far I have:
Spoken with two Ebay customer service reps
Logged out of Ebay and Logged back in
Rebooted my computer
Tried three other browsers
Reset my computer back to a time when bidding worked
None of these have made a difference.
Any help appreciated.

Are you using the same ad blocker in all those browsers?
At least one user indicated that Adblocker Ultimate caused bidding issues and offer issues. Disabling may not be sufficient, though it is worth a try. You may need to uninstall it entirely and use a different ad blocker, or use a browser without that ad blocker to make an offer.

I have had many customers over the past year complain about this and have reported it to ebay many times but it has yet to be fixed.

I do use Ghostery as a ad/pop up blocker. Yes, it was active as I tried alternate browsers. I forgot to include it in my list of efforts, but I have attempted to place a bid with Ghostery paused. No joy. For years I have Ebayed using this computer, with this operating system, with the same browser and a Ghostery kicker with no issues. Seems to me the problem has to be something Ebay changed. I had the same issue a year ago and a customer service rep resolved it via telephone in a matter of minutes. Today, the new rep suggests I turn off my computer and try again in two hours. If that doesn't work, start over with a new customer service rep. I also neglected to mention my account is not being restricted in any way for any reason. If it comes down to an ad blocker vs Ebay, sadly Ebay will have to go (after 22 years).

You may want to try installing a new browser with no add-ons at all as a test. Use the default settings of the browser. If you can submit a bid or offer that way, that at least allows you to proceed with your eBay business.
Then you can try disabling or uninstalling add-ons in your original browser. If the problem is with Ghostery, there may be setting changes or alternatives you can use instead.
I have had good experiences with Ad Block, Ad Block Plus and uBlock Origin.

I only have one ad on (Ghostery). I have tried three alternate browsers with and without the ad on.....still, no joy.

Same exact problem. Happened overnight. Nothing changed on my end. I use AdBlock and have since they launched. How does ebay make their problem my problem? My money...their sellers...ebay's loss. Does ebay ever read this forum?

Evidently, no one who can help. I still think it's a Ebay problem. I've changed every configuration on my end with no positive result. Several months back, I encountered the same problem and a customer service representative solved my issue while we spoke on the phone. Where's that rep when I need her. Now, all I get is "turn off your computer for two hours". "If that doesn't work, call back and the issue will pass to some other representative". If Ebay would connect me with actual technical support, the issue might get resolved. However, all I can access are reps who read from a "if he says that" "you say this" prompting screen. Guess it's time to take a closer look at Facebook Market Place.

That sounds quite frustrating.
The fact that some users can still bid and make offers, while others cannot leads me to believe that there is something the users experiencing that problem can do to get around it, but I cannot recreate the issue so I cannot prove that. It does not sound like the kind of issue that would affect a certain geographic region or a certain service provider, though I suppose there could be a problem with a particular eBay server that only affected users connecting to that server, while others might be unaffected.
If this were happening to me, I would try the following:
1) Temporarily disable any privacy or security software to rule that out as an issue.
2) Try the latest version of a new browser that you have not used before with default settings and no add-ons installed to place a bid or make an offer.
3) Try placing a bid or making an offer on ebay.ca instead of ebay.com.
4) Try placing a bid or making an offer using the eBay app, or a browser on your phone as a workaround.

You are correct. This is all very frustrating. I just missed another item (10 minutes ago) because some technical issue prevents my bid from registering. This morning Ebay sent an email asking if the problem had been resolved. They wanted me to identify to the community which user's answer solved the situation. Of course, it was a "Do Not Reply" message with no opportunity to say "No, the problem is ongoing." "How about some help?"

Try using your browser to go to eBay's Canada site, ebay.ca. Sign in to your account just as you would on ebay.com and see if you can place a bid or make an offer there.
That method has worked for users with older browsers that had problems bidding on ebay.com in the past.
