promoted listings not eligible bug?

Is anyone else having the issue where you qualify for promoted listings as an above standard seller with enough transactions + $ volume but when you click to promote a listing, it redirects you to the page with the eligibility criteria (https://pls.ebay.com/plsweb/ineligible).

Any ideas how to get access? I've been passed between different ebay customer service reps and none seem to be able to address.

I have 600+ items for sale I'd like to at least promote for 1%+ but have no way of doing so which is very frustrating

I am having a similar issue with all my items. Please help!!! This issue only started in the past few days. I have Top Rated seller status.

I guess this is not a new issue, I have one item that is not eligible, all the rest are fine.  Any ideas??

I found I was unable to on my computer, but when I went on my phone I was able to promote it. Hopefully this helps someone.
