I found the solution,

You must login paypal, and click on the gear icon at the top, then once inside go in security tab, under stay logged in for faster purchases, click edit create a token in your currecnt device, once done, you will be able to check out in ebay..

I use One Touch for eBay transactions, and I never experience ANY trouble with processing payments for purchases.

I was having the same checkout issues, and did this, and it worked to get my checkout going again.  Thanks!

For clarification, I went to PP> Settings "wheel" (top right) > Security Tab (top 2nd from L) > One Touch for auto login > Opt In (on current device).  

That was it, and then I refreshed the eBay page and PP worked to check out on eBay.  Thank you again for this post!
