I'm having a big issue that looks like it started about 4 days ago with listing new items on ebay. My buyers are not able to buy from me. Buyer see the error message "Unfortunately, this seller will not ship this item to Ml, United States. Here is
what you can do:
• Update your shipping address and try again.
• You can find similar items from another seller." when thay try and check out. I've been trying to troubleshot the problem with ebays help for the last 24hrs with no fix yet. I've been told that "I've looked into it and it looks like there's a technical problem with our site right now. I've forwarded your information to our technical team so that we can resolve it as soon as possible.
In the meantime, thanks for taking the time to bring this to our attention and for your patience while we get it fixed." So I can make a listing but buyers are not able to checkout. Big waste of time, I hope this gets fixed soon.

Looking at your listings, I do not see a shipping method specified, despite the fact that I have a valid zip code.

Here's an example listing. Seems the problem started with my stamp listings about 3 days ago. Even when I try to create a new listing I get the problem reproduced. I've selected USPS First class shipping as the only option. Very interesting issue.

It might be worth trying to add another shipping method to see if that appears in the listing.

A year ago when this was happening to me as a buyer, if the seller sent me an invoice it fixed the problem and I was able to pay.

Do you use business policies or do you set up shipping at the listing level? Do you use combined shipping rules?
I'm wondering if a combined shipping rule or a business policy got corrupted and needs to be re-created.
Can you hit the edit link for the listing then scroll down to your shipping section and post a screenshot of the listing form?
This is affecting every one of your stamp listings, but none of your listings in other categories.

My buyers can't even bid, or buy my new listings. I can't list anything right now. The problem still exist.

I didn't even know there was a section called " business policies" until just now. I don't use the service. I don't think I will at this point ether. I don't want to make the problem anymore complex.

Something Has just changed in my shipping details. I now understand that Business policies are auto set it seems. I've never seen my shipping details in my listing page look like this.

I've started "Policy clean-up is in progress" Maybe this will help. If not I'll have to go and end all my listings that have the plague since buyers are getting frustrated.

I will mention that I tried listing on one of my other 2 eBay accounts and encountered the same problem. What issuing on? Is anyone else having this problem?

On that listing you showed; you have picked USPS 1st Class, but then put in 'Letter' in the package type.
1st Class needs to be a 'package'. That is probably playing havoc with this.

I don't know if this is causing the problem, but you are specifying "Letter First Class Mail", only the package dimensions are too thick for that class. Letters have to be no more than 1/4" thick, and you are showing 1" thick.
This is showing up in both of your screenshots. Please try changing the last measurement, the thickness, to 0.2 inches instead of 1.0 inches, and see if that helps. OR, you can try changing it from "Letter" to "Package" which would allow it to be that thick.
I thought that your item location (a national park) might have been causing the issue, but I see that your most recent sales had the exact same item location, so I don't think that's the problem.
