Under buyers preferences, I have a page called "Buyer Requirements Activity Log". According to the page, this is a list which shows buyers blocked from bidding on/purchasing your item(s) based on your Buyer Requirements preferences. Every month, there are an average of 10 blocked buyers listed there. When I go to my Buyer Requirements preferences page, nothing is checked. I have only blocked two buyers in the past 10+ years. How do I remove these requirements and allow all registered buyers to bid or purchase my items.
I contacted customer service, who verified this issue but were unable to find a solution.

What are the reasons listed in your activity log for those buyers being blocked?

They all say "Too many unpaid item strikes". Most of the buyers listed have feedback scores over 500.

Is it possible that at some point in the past you had your buyer preferences set to exclude sellers with two or more unpaid items in the last twelve months (or some other duration), and you later changed your preferences but did not apply the new preferences to the then-current listings? If so, those old listings would retain the prior settings even if new settings had the new preferences.
If you want users with two or more unpaid item strikes to be able to bid on or buy any of your items, change your preference settings to some new value (it does not matter what), then apply the new settings to active and future items. Then change your settings again to reflect your desired preferences and apply the new settings again.

Maybe 10-15 years ago when ebay first added buyer's preferences. I checked on the item numbers listed on the blocked buyer's page and they're all fairly new listings. I will try your suggestions and see if it makes a difference.

Sorry Buyer feedback scores are useless sellers cannot leave anything but positive feedback for buyer

Imaging their feedback scores if they'd paid for all their purchases! Or if sellers could leave negs for non-payment.
A sale is a sale when it's paid for but if the buyer purchases and doesn't pay, it's not a sale. There are enough paying buyers that don't have so many UIDs that they're blocked by many sellers' restrictions.
