I have been a regular eBay buyer for years. I buy things sometimes every day or two. Other times less.
I have bought items that have not been delivered but if you engage with the seller you end up getting nothing - just "responses" that stall you until the time runs out for eBay to be involved (it goes to PayPal then in my case)
the answers i get back from the seller are a bot
there is no way to easily raise the issue with eBay - the bot "knows" this
it's instituted as a number of sellers of high volumes - they just don't send what has been paid for to randomly selected customers and then the bot stalls them til they give up - because it is so very difficult to break out of the "seller has responded"
the real kicker is that eBay also has known this for a while and has structured its web site to try and mitigate the problem (for eBay, not for its customers) - which teaches the bot to keep going

Just file a claim in the resolution center with the 30 day window. The seller gets a couple of days to respond/satisfy the problem and if they don't, buyer gets a refund. I would NOT expect or agree to any kind of offer to resend/replace a problem item.

sorry but i think you are wrong. I am involved with another one right now and you can not escape the death trap created by the ebay system and the sender simply saying anything at all to get you to respond - in the most recent case they claim they can not see the pictures i appended to the message. Ebay better not let this get wild or else people will flock away from it in droves. eBay system says if you don't reply that your case is closed and gives instructions for escalation that cant be made. This is a nasty bug being exploited.

in fact, i'm now capturing screen shots of the broken eBay system - the instructions that come in the email from ebay can not be followed

if i don't answer the seller the case will be closed
if i answer the seller the seller will just respond with some other arbitrarily picked option (if you are stupid enough to answer the discount offer it's just ignored anyway)
so you have only 2 options - answer the seller and end up back in the bleepin loop
or don't answer the seller and the case is closed
if you answer and keep goin it will end up outside the window for escalation (which you can't do anyway) and BLEEPIN BLEEPIN EBAY responds to any requests about the case by telling you that it can't be dealt with because the window is closed

I have been buying from two other on line stores and will steadily move all my purchases away from ebay because ebay will not fix this BLEEPIN HOLE IN THEIR SYSTEM

ebay used to be great
i went to uni with the guy who designed the search system - at least that works
it works as long as the seller is not an bleepin bleep-hole
