cant figure out why payouts are on hold

i have been inactive on ebay and just started selling again last week and my payouts have been on hold and have been since may and i just didnt notice at the time because i wasnt using it. i think the problem would have something to do with them being on hold for 11 months and me not knowing that at the time. when i go to the email i recived back in may saying they are on hold it logs me in and shows nothing. it does not show any reason why my payouts are on hold it just says theyre on hold becuase my account is restricted, not giving me the reason why. the only restriction on my account is the payouts are on hold everything else work and i am still able to sell stuff. anyone know how i solve this issue? Have you signed up for Managed Payments and received payment through your checking account from eBay before?

It is not uncommon for infrequent sellers to have payments held until after shipping shows delivery.
