Today I tried to purchase silver coins in 20 count rolls, ($731.21) . I discovered I'm being blocked from purchasing because of "Limits Placed on Accounts Based on Reviews".
I quote: "To ensure that eBay remains a safe marketplace to accept payments, limits are being placed on accounts based on reviews. These limits may change over time and are determined by your previous site activity and overall performance. This action was taken by eBay, and not by your seller".
I have ALL POSITIVE REVIEWS from ALL vendors/sellers! 14 pages of POSITIVE REVIEWS! Absolutely ZERO neutral or negative reviews!
Can anyone help me understand what's going on at Ebay? And why this has happened to my account?

Got to laugh i have been selling on here for 10 years. Top rated seller most of it. They all of a sudden my seller rating went down. I cant sell bullion. They as asked made no attempt to actually look at my account other then the numbers there program spit out about my rating. Didnt worry about ten years of selling. No customers then positive. They have eliminated the service phone number. Not sure i cant sell what i sell on here, i pay to have a store upon. What am i paying for

I think the reference to "reviews" means a review of your account by eBay, not your own feedback or reviews you have made.
I believe this is something that eBay implemented in 2019 for items in the Gold and Bullion categories -- bids over $500 may require some additional verification now.
If you are trying to bid using the eBay app, try using a browser to see if you are given an option to provide further verification.
See this long thread:
Specifically, here:
"eBay has a 2-factor verification flow for buyers who are purchasing items in bullion, watches, and coins categories. This is designed to help ensure a safe and secure experience for both our buyers and our sellers, and as a result, some buyers may be asked to verify their account prior to placing a bid. Given the unique nature of these types of items, we want our sellers to feel confident when selling these items."

Same error pops up for me from time to time. I have been on ebay for a long time and have 100% positive feedback. Sometimes I can place bids for $1000 and other times I get blocked for $100 bids. I recently got this error for a $230 bid while having no other active bids. I've always paid on for every item within a day of winning a bid, so I have no idea what is causing the error. I am also been told I should receive explicit instructions about how to remove the block, but that has never happened either. My identity has been identified and I have a CC on file. I guess my money is not good enough for them at times.

This buying limit is temporary. You can come back soon and buy more items.{e72478-1170413x}

Same message here. Trying to Buy It Now a $400 silver coin from a seller I've done MUCH business with in the past. That seller should be ANGRY that they are blocking sales. I have 100% feedback and a store. **bleep**!? I hope they are not blocking any of my sales!

Me too guys, i cant place a bid or purchases over 225 on silver and gold- call me a conspiracy theorist lol but i think it has something to do with blocking ppl form buying silver and gold to be honest and controlling how much someone can buy- my advice is go to a trusted dealer. Ive been a 100% seller and buyer since 2007- please tell me why else they would be blocking sales of silver and gold??

@eburtonlabalready explained why this is happening. You may be able to bid after you verify yourself. Try using a (different) browser if necessary.
