Update: Resolution found: Can't upload photos to return item using Apple Safari, but Chrome browser works.
The problem is Lockdown Mode. Although it provides enhanced security, it is somehow interfering with photo upload for returning an item. (However, uploading pics for a listing may not be affected by this bug as I was able to upload pics which I could see were uploaded but did not verify by submitting a listing.)
The workaround is either a) turn lockdown mode off, b) reboot c) process the return then re-enable lockdown mode and d) reboot or to temporarily use Chrome even though its probably not going to be as secure.
Below is the Bug Report sent to Apple 5/28/25:
Ebay users will not be able to return an item using Safari in Lockdown Mode because a (required) photo of the item must be uploaded before the grayed out “continue button” turns blue allowing the user to submit their return. No files can be uploaded to this specific area of Ebay while in lockdown mode.
I have isolated this problem specifically to Lockdown Mode. As soon as Lockdown Mode is turned off the upload works fine.
Ebay Engineers please fix this problem asap there's a lot of Mac users who value security/privacy that have this setting turned on. The rest of your site does not seem affected by this bug.

There's been quite a few updates on Apple computers...2 this month I think.
I use safari without any problems.
Older computers will have a problem of course.

Lockdown mode is heavy duty so you'll probably face this type of issue with all different websites.
You can exclude a website or app from lockdown mode. Apple provides instructions here:

You could always temporarily exclude eBay to get your return submitted, then re-enable it.
