Hello,
I am trying to report that Order number:13-10253-40329, which should have been delivered by July 12 has not even shipped yet. I have tried to reach the seller but get no response. I would like my money back, but I get an error/technical hiccup message. Please help me. This is really frustrating.

Stop communicating with seller. Go to your item purchase history, look for item in question, and check item not received. Follow the prompts from there.

It's possible that the item shipped and has not been scanned yet. That often occurs with media mail items and foreign items. Do what the others stated. Open the case and then follow the prompts. Do NOT close the case. Do NOT accept another item from the seller. Again, do not close the case. Remember, you need to respond to the case within 3-4 days if you have not gotten the refund or the item.

If you are attempting to start an "item not received" case using a browser and getting a "technical hiccup" error:
Try using the eBay app, if possible to start the "item not received" case -- I seem to be able to get farther along in the process using the app than when using a desktop browser. At least three users have indicated that they were able to successfully start an "item not received" case through the app when the browser link gave that error message.

Ask them to add your account to ALERT14812 (that's the tech ticket number for this problem) and they can also assist you with filing the claim.
