Unable to promate items

I am unable to promote items, was on Ebay chat over half hour, they were not able to figure out either.   Anyone else having issues>?

@k_219 - are you having problems with Promoted Listings Standard (Buy It Now listings), Promoted Listings Express (auctions) or both?

Does the option to promote still show when you are creating listings?

Having trouble all listings, option shows up.  I go through the motions acts like it saves it, then does not.  Tried mobile device, 2 diff web browsers.
