This was in answer to another post I read but I could not reply to it. I thought this info would be useful to others users.
I had this issue where I listed an item with USPS Parcel Ground shipping but was unable to print a label through eBay for this shipping option. So I just chatted with eBay customer service and apparently USPS changed some of their options earlier in 2020.
One of them is that USPS Parcel Ground can only be purchased at a USPS retail counter. The option still appears when you do a listing but there is no notice that you would NOT be able to print that through eBay and would have to use some other means to do so.
The rep did NOT indicate there were plans for eBay to update the listing options so that if you choose USPS Parcel Ground there would be a message stating you could no longer print that label through ebay - which would be very helpful to sellers especially for ones like me that sell here and there.
The rep indicated that it is something eBay has no control over - USPS changes - which is true but they do have control to display a helpful message to sellers.
When pressed to see if eBay would fix the issue by displaying a message, she said, "Sellers do have full control as to what shipping services they can offer to their buyers, that's one selling best practice to be flexible and accommodating to your buyers, given the fact that you're aware of the restrictions that USPS has in place.".
When I asked how I would be aware that a USPS change would impact my ability to print labels through eBay, she seemed to indicate it may have been posted on the eBay announcement page or seller center pages. I don't recall seeing it but may have missed it. She also sent me a slew of USPS, FedEx and UPS websites for updates and changes which she said would somehow indicate I could not print a specific label through eBay and the sites actually just had shipping rate tables with no real info. Then finally she gave me a couple of eBay seller center links which had dead links and didn't tell me about this change either but did give me a list of services that I guess can be printed through eBay as of today at least:
Print shipping labels with postage on eBay and pay with your
PayPal account for the following services:
There is a specific site on USPS for eBay but that site actually indicate you CAN use USPS Retail Ground print through eBay so even, as sellers, if we were totally up to date on the USPS news, we still would be misinformed. The site is https://faq.usps.com/s/article/eBay.
There was also no offer to escalate the issue to maybe include a message that you cannot print certain labels through eBay during the listing process.
So, for now follows others advice on other posts with this same topic and you can print through PayPal or third party for certain labels that you are unable to print on eBay.

We offer parcel select on most listings ...........if it is being discontinued as an online option by ebay why is there no announcement to that effect? Are we just supposed to wait to be caught in the "slow" discontinuation? As Mr. Lincoln says, it is a considerable savings to buyers compared to priority, but the inconvenience of hauling a package to the PO to be paid for, and then adding the tracking is going to be pain enough for us probably to quit offering it.
Can you confirm what's going on? Thanks

Yes, $2.65 diff "retail" at the Post Office. I'm not talking about what the buyer sees, I'm talking "online" price for a seller. Less than a $ there on the 4#'s with the TRS 3%. 10# coast to coast $1.21.
Poster that I was replying to was talking about hauling a package off to the PO to pay "retail ground" shipping when there is basically no need to do that.
I offer Priority, or Retail Ground. As with you, most choose the "ground".
When I get to the label page, even though it was never offered in the listing, being that it is the closest online USPS choice, eBay shows Parcel Select as the chosen service . (yes, at least for now, I am consistently offered that "online" service label choice)
As none of my items are restricted to "ground" shipping, at that point I upgrade the shipping to Priority.
The slight cost increase in the class of shipping is more than covered by the reduced cost of the "online" shipping label cost when compared to what the buyer paid.
If for some odd reason the buyer chooses to pay for Priority, in most instances, it results in me doing a partial refund of some of the shipping cost.

I will have to wait for a coast to coast shipment (or Southwest US) where Sellers see a big difference or at least significant one between Parcel Select vs Priority Mail ...
They used to be closer across the board and ACTUALLY, Priority Mail for Sellers was cheaper then what Buyers were paying for Parcel Select, it is one of the reasons I offered both knowing Buyers would pay the cheaper amount but I could save some money (to offset FVFs) and ship for less using Priority. With several postage increases that gap narrowed and now on certain distances the Seller discount is no longer enough to get below the Parcel Select rate.

Hi @dhbookds! I looked into this and found that overall, this was not a widely used option across the site. Then Covid hit, and the experience for our members decreased, so we started ramping down this shipping option. We will change shipping options if we find that pricing or experience is better with others, and that's what you're seeing happening here.
It looks like we're advising hazmat sellers who use this service, to work directly with their preferred carrier to ensure compliance as there are a number of requirements/restrictions. It also looks like non-hazmat sellers are finding comparable and sometimes better pricing options with FedEx Ground.
I know this is not ideal for some sellers, or the exact response you probably wanted, but I hope the info helps and those that were using Parcel Select and no longer can via eBay labels are finding alternatives that will still work well for them.

velvet@ebay Thanks for that follow up. eBay needs to make an official Announcement about the slow elimination of the Parcel Select shipping option. To have information like this trickle down through The Community with no real official statement invites wrong information and speculation. Mentors need to know this kind of thing is happening ASAP so they can give Sellers ACCURATE information when they say they can not print a label for Parcel Select. That's not giving eBay's FREE SUPPORT network any support to speak of ...
Like you said, using other carriers may not be convenient for some (I suspect its more like "many") Sellers and that I can attest to that fact. Our small town has a lot of eBay Sellers, I see their packages sitting in the drop off lane all the time while I am getting my Acceptance scans. We do NOT have free pick up in our area for UPS or FedEx, not to mention you wouldn't want to set a couple hundred dollars worth of packages out to be picked up ... by the carrier or Porch Pirates ...
As to better pricing with FedEx Ground ... eBay needs to negotiate better with USPS in that regard ...

This morning, a full year after the start of this thread, was the first time I was unable to purchase USPS Parcel Select Ground shipping for a perfume. I appreciate everyone in this thread because this is how I found out the real deal after rubbing my eyes and cleaning my glasses to read the shipping page.
eBay has continued to allow me to choose USPS PS Ground until last week (when I listed said perfume) and I just don't know what the trigger would have been to look it up, because I had no warning.

I've actually had the same thing happen multiple times. I select Parcel Select Ground for my listing, and when the item is bought and I go to print the label, EBay (the label page) says I cannot print that label. So, you're not the only one this has happened too. Also, I know I'm late to the party, but just wanted to let you know it's happened to others as well.

Me too......!! Just today (1-21-2022) I talked to ebay and agent admitted there had been NO announcement from ebay to sellers that Parcel Post was NOT available online.....an announcement "may" be forthcoming. So I told him I wanted a $1 credit from ebay since I had to upgrade,,,,,,he said he tried but his system won't let him do it. Bad customer service, ebay. I also gave a bad review on the labels page. They are quick to take their fees but won't give back when they should. Oh well....
