Customer is owed a refund for shipping overages and the system keeps rejecting my request. I have funds available and both a bank account and credit card linked for backup. Email states: "We're unable to process your refund. Please retry sending your refund." I have tried multiple times and keep getting the same email response.
Update: I was able to send the refund this morning, so problem seems to be resolved.

Refunds usually come from 'available funds' which has a bank routing number connected to a debit card.
You cannot refund with a credit card from your bank with the bank account.

As mentioned, I have plenty of available funds PLUS a checking account AND card as backup.

I am having the same issue. I requested a call back from customer service and just got off the phone with the rep. He said that sellers are reporting this issue. He sent me an email so that I could reply with screenshots, which I did.
Hopefully, this issue will be resolved quickly.

Same problem here. Tried twice in the past 30 minutes. Header message just says "We're unable to process a refund." Then says in the message "There was a technical issue and we couldn't process the refund you sent. We apologize for the inconvenience. Please retry sending the refund, and we'll get it to the buyer as soon as possible." I tried again and still not working. Hope this is fixed soon.

Multiple reports on the Selling Board too, this appears to be a glitch, which CSRs told at least one of the ppl posting on the Selling Board.

Hey devon@ebay . This forum, along with other social forums, are lit up with this issue since yesterday. Sellers cannot issue refunds.
Is there a site wide tech ticket ALERT sellers can reference when using the ? icon on the web or the shake function on the app to report?
EDIT: This may already be fixed. I just sent a buyer a partial and it went through fine. If others ran into this error, try again now and report back if it's working.

Hey @wastingtime101! There is a ticket that is open to be fully resolved for sellers unable to issue refund due to an error message, "Your refund did not go through. Please try again later." or "Alert: Refund failed". The ticket is ALERT16185 for any sellers that are still running into this issue.
