I have three items in the "Uploaded on time but no carrier scan" in my seller dashboard, 2 from the end of August and one from July. ALL THREE clearly show FULL tracking in eBay's tracking history. The dashboard claims no carrier scan.
There's no excuse for this type of issue, it's another example of the incompetance of eBay's IT development teams. I should NOT have to waste valuable time I don't have trying to find someone in eBay's CS department getting these errors corrected.
Myself and others have reported for months that once eBay gets a delivered scan it stops updating the history, so if the initial upload fails it appears on the seller dashboard as a seller failure, even when the system later updates based on the delivery scan and the history shows FULL compliance with eBay's requirements start to finish.

Hey, I'm having a similar issue. When I logged into PayPal today, my summary said I had 2 items that "needed attention" and that there was no USPS tracking information entered for an item in June and another in August 2018. PLUS, it wasn't registering tracking info for an item sold and shipped today. The June and August items were of course delivered on time and already had feedback on the June item, and when I emailed PayPal, they advised to enter the tracking info as requested, but didn't say why this is happening! When I entered tracking numbers for today's and the August items, the June 2018 item info request disappeared. (No doubt it will appear again sometime in future.) There seems to be some problem with tracking information links between eBay, USPS and PayPal. Yet another weird glitch in a long summer of weird glitches that haven't yet been resolved!!!

Hi @dtexley3! The item from the end of July doesn't have a valid tracking number, which explains why it doesn't have an acceptance scan. However, the two from August do have on-time scans, so I've sent them over for review. Sorry for the trouble this has caused. Thanks for letting me know!

brian@ebay How can the July item have an invalid tracking number if I can view the tracking in my eBay paid and shipped history? I viewed the tracking and verified that the origin and delivery Post offices were correct. Not sure what you are looking at.

Another followup, because I'm paying close attention again. eBay is once again not reliably marking items as delivered until I view the tracking history. If I view the tracking history wait 10-30 minutes and go back to Orders "Shipped and awaiting your feedback" they will then show delivered. If I don't touch them, some will eventually update to delivered status, but a few don't. In the past when I've tracked these, they can go weeks without updating unless I view the tracking history. I've left several in my "Shipped and awaiting your feedback" untouched that were likely delivered last last week or early this week as examples.
It's a bit of schrodenger's(sp?) cat because if I view the tracking history they show as delivered shortly after. I have to copy the tracking and go to an external site to verify.

FWIW, I too have a great many delivered orders that don't indicate delivered, and that's been happening for a while.
Also, I've previously posted about a possibly-related issue that apparently happens when packages are dropped off at a post office other than the shipper's "home" post office. After the SCAN form is scanned by the USPS clerk, the tracking history indicates "Shipment Received, Package Acceptance Pending" but it isn't until hours later, after the package apparently arrives at a sorting facility, that an acceptance tracking entry appears in the history: "Accepted at USPS Origin Facility." Sometimes that actual acceptance scan happens the next day, which I suspect is why I keep getting dinged for late shipments. There may be a problem with eBay's interpretation of the tracking information.

I would be talking with the Postmaster about that. I suspect the clerk is selecting the wrong option. Tendering your items at the PO desk and having the scan form processed should show as "acceptance" not "pending".

I have; everything was scanned properly, and there are no issues on their end. It seems to be in USPS's system, and I made a report to USPS customer service about it. The rep had no information about it, that it's a problem, but wrote it up anyway.
Here's an example tracking number: 9405xxxxxxxxxxxxxxxxxx
Tracking history is listed backward; 6:05 PM is also the time on my paper receipt; nothing is actually sent to 10301 though; it goes "on the truck" at 10304, probably at 11:13 PM, and then makes its way to the sorting facility; 10301 is a small post office; 10314 is the "main" station here:

Interesting, I never see the "pre-shipment info" entry on eBay or USPS. USPS will start with "Shipping Label created" which rarely shows on eBay. But the next item is always (999 times out of 1000) "Accepted at USPS Origin Facility", every time. BUT, I don't use scan sheets, so that may be the difference.

Here's another one; the "acceptance pending" date/time matches my paper receipt; pay attention to the dates; yet another one I'll probably get punished for: 9405xxxxxxxxxxxxxxxxxx
(Point is, what exactly is eBay looking for out of the tracking info that they use to determine status; carrier scan, acceptance, delivery, whatever.)

@obtanium_enterprises I'm assuming you are dropping off and using a scan sheet at the counter?
brian@ebay The example just above shows a delay from the counter drop off with a scan sheet and the "accepted" scan at the sorting facility. It appears that the scan sheet may not be showing as the "acceptance" scan as would be expected. I can't do more than speculate as I don't use a scan sheet.

(No counters here; this is NYC; post office clerks are behind three inches of lexan, just like in take-out restaurants and banks. )
