To much Sales Tax When Customers are Combining Shipping

 Customer purchased probably 20+ Items, I notice that even t hough I have changed her shipping a mount it is charging to much tax.

Also as of last weak, unless she purchases them all on one night it is no longer letting me combine her invoices as well

 on all three now of her invoices, She is being overcharged sales tax??

Has anyone seen this.

You are considering the tax rate of the state SHE is in?  It's not the seller tax rate that is charged........

concerning the combining problem.......there is a limit on how many items can be combined.......and if any of those are on sale......ebay won't  let them be combined for a lesser shipping rate, using the rationale that the customer has already gotten a discount (from the sale)...........

There is also a place in your preferences that apply max # of items and max # of days for combining on an invoice......you might check that to be sure the limits are what you want them to be .

Yes.

 they purchased 59.96 worth of items, shipping is a flat rate at 15.00  yet they are being charged  17.69 in Taxes 

They are taxed in their state at 7.25 percent. So the actual tax should be  5.43 in Taxes

Same issue with next invoice  6.93 total, no shipping cost, yet being charged 3.22 in shipping cost.   should be more like .51 cents

I will check  the limit. 

I can understand not including anymore after the first 20 or so

but on next two orders, it is 5 and 8 purchased over a two day time period, won't combine.

as of today 12/11 There is still no resolution and it is doing this on every single customer that is combining 

They are paying to much sales tax..i am paying to much in fees
