It seems that my account was hacked from China this morning.  I have changed the passwords, etc. but I cannot change the account address back to my address in the USA

I was told by an ebay representative that there is nothing that can be done except for creating a new ebay account.  I have had my account since 1999 and I just cannot comprehend  why ebay cannot modify my address, specifically the Country cannot be changed so that I do not have to start over.
