Just like it sounds, an ad blocker is an extension for your browser that prevents your browser from showing you ads. If ads are causing a problem, an ad blocker is worth taking a look at. For some examples, google "ad blocker" and your browser type.
I use Ad Block and Ad Block Plus, but there are others.

I see you are registered in Belgium -- which page exactly are you looking at?
Is this an eBay ad gone wrong, or possibly some sort of malware?
If you are using a browser on a desktop, it might be a good idea to check your computer for viruses and malware, and if it is clean then try an ad blocker.

Thanks for your response, it's an ad on ebay that is going wild, it prevents me of scrollin. I have an ad blocker but it doesn't prevent this very recent problem. Here a screenshot.

Are you seeing that on eBay.com or eBay.co.uk or somewhere else?
I do not think that ad is being shown to users in the US, so most of the folks on this board have likely not run into it. I took a look at eBay.co.uk with a browser that had no ad blocking, and I did not run into it.
If this is a UK problem, you might try asking here:

Any decent ad blocking browser extension such as AdBlock, Ad Block plus or uBlock should easily block that ad for you, though, if it is a typical eBay ad. Worth a try if your browser supports extensions.

Thanks, I logged in through, ebay.com, ebay.uk and ebay.be, but everytime the same problem and it seems that I am not alone, another ebay member, also located in Belgium, as the the same problem. It's propably a problem for ebay members located in Belgium only but I hope that local technical experts will be noticed.

Same problem too (location Belgium) and no reaction from eBay whatsoever. eBay, please find a solution and communicate to your clients !!

Same problem here - also from Belgium - was specifc when looking at ebay.de website.
Solved the pb by going to Google Settings:
