Looks like the bug where you can't see all store categories when attempting to create a listing is back...
Seller Hub > Listings > All filters > Categories > Store categories (here you will only see a few of your store categories)
If you don't have dozens of categories, then more than likely you won't see the issue.
Yes, categories can still be seen in the actual store front.
Yes, I cleared my cookies.
Yes, I tried a different browser.
Yes, I reboot my computer.
Never had a solution from eBay when it happened prior ... literally just waited and after a while (weeks) they either fixed it, or it automagically fixed itself. Figure instead of others going crazy trying to fix it like I did in the past; this may help save you some time and effort in knowing there is no quick fix.
