You are located in Saudi Arabia.  What ebay site are you registered on?  ebay.com, the USA site does not have email.  There is only phone support.

You will have to explain what you mean by that, because I don't understand what you mean by advertising lists.

As a New Seller you will have listing limits, probably 5 - 10 items a month. Opening a Store will not change your limits. That means that although you get 100 Free listings per month, you will only be able to list according to your limits. You opened a Store too early.
