Here is an example of results when searching for collectibles greetings valentine's day
This search returns 25,000 Best Match listings. When I select Time: ending soonest, Time: newly listed, Distance: nearest first, and Price + Shipping: highest first, search returns 17,000 listings. However, when I select Price + Shipping: lowest first, search returns just 1,000 listings, none under $1.00, 3 $1.00-$1.99, and 5 $2.00-$2.99 plus a streamline message with a link for more results which does return 17,000 listings.
Since the user is searching for Price + Shipping: lowest first, it is obviously an error to only show 8 listings less than $3.00 in the initial search results, likely less than 1 % of the lowest priced listings. I personally had 42 Valentine's Day postcards up for auction at a starting bid of $.25 + $.90 shipping and numerous other sellers also had many for sale under $3.00.

eBay does not care. If they did they would have fixed this years ago.
Price+Ship Lowest acts as a filter instead of sort. It's pretty ridiculous how drastic the change in search results can be.
