For those with a similar problem, I had to create a new account with a new email in order to resolve the issue. I was specifically in the market for an NVIDIA GPU, and no matter which listing I chose, they all ended up with the same error at checkout.
I messaged 6 ebay agents and signed in on 2 separate browsers across 3 different devices (android, mac, windows), without any resolution. None of them were able to help. The problem is linked to your account in some way, but nobody in customer service was able to diagnose the problem. I was specifically looking for USA products which would ship to my USA address, so there was no problem in location.
