Two Of You Kind Folks Assisted Me The Last Time I Requested A Way To Have An “eBay” Customer Service Agent/Representative  Give Me A Call To Discuss Some Of My Concerning Issues. I Seriously Don’t Know What It Is I Am Doing WRONG But I Do Go To The Help Page And Follow The Instructions!!! Every Time “It” Or “The System” Reroutes Me Right Back To The Beginning Then Want Me To Repeat The Complete Process ALL OVER AGAIN!!! I Repeat I Haven’t A Clue What In BLAZES I So How I Am Messing Up??? Now Let Me Ask REAL NICE!!!

I don't know if this is the correct answer in this case, but an old Verizon smartphone of mine had this as one of the capitalization options in the speech-to-text dictation mode: you could choose from all-lower-case, SCREAMING CAPITALS, or Capitalize Every Single Word For No Apparent Reason.
