Per a recent phone call with a eBay Safety & Security team member, 2 STEP VERIFICATION & SPENDABLE FUNDS options are non-revocable for the user, meaning once you turn them ON, they can't be turned OFF FOR SOME unknown reason.
Ordinarily, this would not an issue but - as evidenced with eBay Customer Service - the 2-step verification is not reliable!
