When I try to review offers that I've received, it doesn't work and this page appears.

Then when I try to check bid history, the same thing happens.

Your bid history page loads for me in the US.

Are you using a VPN? If so, try disabling it.

It might be worth trying to reach bid history using another site such as ebay.ca to see if that makes a difference. The currency will be different, though.

Thanks for the response. Yeah, when I change ebay.com to eBay.ca it works perfectly.

This is very weird, I don't use VPN, I tried it with Internet Explorer, Edge, Chrome and Firefox, plus another computer, even mobile and it's still the same, thus I doubt it's on me. FYI, responding offer I received really doesn't work, and checking bid history works very occasionally, like once when I try it 20-30 times.

Then I finally figured it out, actually when I try VPN and changing my country (South Korea) to the U.S. it works. When I turn off VPN, again it doesn't work. I had experiences like this with only one more U.S. website EVER, so this issue really comes from ebay.com website, hope eBay fixes this asap.

Same for me, the best offers (to review and manage) are showing an error page.

I'm getting all sorts of log in errors too from Thailand. The site tells me to sign in to see my watch list even though i'm already signed in. But the sign in only shows my user name and not even the number of stars I have like it usually does. I tried this on two different mac computers with the same results. No VPN here.
