For all of my listings when I go to the Shipping and handling tab I can see the fees for my current postal code, but when I try to enter another postal code or zip code in another country it can't seem to get me any rates. I just click "Get Rates" and nothing happens. My buyers haven't had any issue, but I like to use that as a tool for quick reference on shipping costs for a particular item.
