Hi.
Have my listing ready to go, but when I click "list it" I get this:
Then when I try to add the email address (which, btw, is already listed at the bottom of the auction) it says this:
I've checked the email address multiple times to make sure it is the correct one.
Haven't listed anything in a while so I may be doing something wrong.

You may need to create a new Business Policy.

Also, you should sign in to your PayPal account and make sure everything is up to date and you have no documents you need to supply or boxes you need to check to prove you have read and accepted any new terms.
Is it possible your email address is tied to another account?
