Second Chance Offers are Missing

None of my auction listings have the Send Second Chance Offer option after they end. I even went back a full 30 days and every one of my ended auction listings are absent the second chance offer option. Is this just me, or has eBay eliminated yet another option for us sellers to actually sell?

You only see Second Chance Offers, if a bidder accepts them, which is each bidder's option on their account.
