I'm getting a circular disaster no matter how I try to get help from eBay.
First, of all I's waited a week past when my item (22-10230-32791) was supposed to arrived and it has not even shipped. The help indicates that I should go to "More Actions" -> "Item not received" but that option does not exist for this item. I then go to "contact seller" -> "I didn't receive my item". This gives me a link to request a refund. However, this link results in the message "Oops, we had a technical hiccup, Please try again later or contact us for help." Trying again later has the same result and the contact us option brings up a page with several options including getting help for an item that never arrived. Selecting that option results in the "Oops, we had a technical hiccup, Please try again later or contact us for help." page.
Phoning Customer service is even worse if that is possible. After verifying who I am and the my order, it states that I should go to the online help that does not work, politely asking if that option is OK. When I say "No" the voice continues to give the url and then hangs up. This seems to be true no matter what options I ask for or select.

Me too. Started 7/13. Seems to affect any recent item. I used "Contact Seller", and that is working.

Are you using a desktop browser?
Try using the eBay app, if possible to start the "item not received" case -- I seem to be able to get farther along in the process using the app than when using a desktop browser. Using a recent order, I get to a "Your item may still be on its way" message rather than the "Technical hiccup" message I get using a desktop browser.

How does one get the ebay app? I've been using only my desktop computer for ebay.

I am using a desktop and I do not have access to a cell phone to try the app.
I gave up on ebay and contacted paypal for the refund. That process is going much smoother (So far). At least I was able to make the request. Something is happening because ebay now gives the message below (which makes sense as I don't want a double refund). So, to answer the question, No the issue was never resolved that I know of but I'm moving on and there is no longer a way for me to check to see if it was resolved.
You can't file this request because you already filed a dispute for this order with your payment institution.
