Repeatedly showing the error of missing information

I am trying to list the product on ebay but it repeatedly shows the error of missing information in billing section. I have set up the payment method already.

You need to select eBay payments when setting up your listing. There is no way around that. 

It's not a technical issue, it's user error.

Yo may have set it up, but have you been approved and Ebay sent you an email saying you can start listing?
