Purchase declined yet money taken, things not loading

I purchased something, and it took money from me but showed no purchase in my history. Tried a different app everything works fine. Ebay is down

Are you saying the order is not in your purchase history?    https://www.ebay.com/mye/myebay/purchase

 If you made the purchase using a guest account ( not logged in to your eBay account)  it will not be in your purchase history.

 Log out of your eBay account and request the guest account details from this page:  

https://www.ebay.com/help/buying/returns-refunds/returning-item/returning-items-bought-guest?id=4065...

Then you can start a refund request, track your order, or contact the seller, from the guest account email.  Do not log in to your regular eBay account.
