Having the same issue!
It's impossible to tell which items have been recently on sale and decipher when the 2 week period is up after they have been on sale, so I can put them on sale again!
Who keeps records like that?

Why market and have a full Promotion Manager section when it is clearly disfunctional. I used to make alot of sales putting items on clearance at the end of the season, sending out newslettersa and advertising sales. My buyers would look forward to the sales.
No longer. That is now a thing of the past...too bad for all of us...Ebay included. Less sales. Less buyers. Less profit for all.
I recently spent 2-3 hours putting many items on sale, calculating which ones, how much, etc. only to find that 3/4 of the lisings I put on sale did not go on sale because I had changed something on the listing (such as adding a photo, changing a price, correcting an error ). Since the item had been 'revised' in the past 2 weeks, it could not be put on sale. The second reason some of them did not go on sale is because they had been on sale 2 weeks ago and I have to wait 2 weeks to have another sale.
Now my site is a mess with some size on sale and other sizes in the same style are not on sale. My buyers want to know why!!!
I will not be using the Sales and Promotions any longer due to too many useless hours spent only to make my site confusing and unprofessional.
What is up Ebay? Is this REALLY an improvement?
