Trying to make a payment to buy something   The system keeps on declining every credit card I try to use

Try logging into your Paypal account and make sure those credit cards are registered with them.  Do you still get errors when trying to pay?

Same problem.  I successfully made a purchase then attempted to make another an hour later and my card was declined.  Have ample funds in bank and bank verified there was no block on my card.  Tried purchasing just 1 item, 3 different browsers plus mobile app-all same result.

Im having the same issue here, I know for a fact it's none of my cards or funds or whatever. Very frustrating.

Is the problem with one particular seller, or more than one?

If one seller, is the seller new to selling, or located in another country? Any other recent successful transactions for that seller?

If the problem is with only one seller, the problem may actually be on the seller's end -- that seller may not have set up their account to accept payment from you correctly. It is less likely that that is the case if the problem is with a high volume seller or multiple sellers.

It isn't declined because it is never presented for processing. It fails to process because Paypal and credit card companies don't receive a request. Ebay can't even present a payment for processing. Pathetic

I couldn't complete a auction purchase from a seller for $0.12 but I can use the buy it now with the same seller and it works. My issues have all been low value auction items but NOT ALL SELLERS

Are you able to pay those low value transactions if you pay using a PayPal balance rather than a credit card?

No it says payment pending and then goes back to unpaid items. Paypal says they never received a request for processing. I've spent 30+ hours on phone with ebay and paypal and when I had three way call Paypal says nothing has been presented to them. I can buy the item successfully if I add expedited shipping! Apparently Ebay isn't presenting payment for processing unless they are making money on it. I can buy it now from the same seller that I'm unable checkout for auction.
I'd get the "Your order's in!
When your order is done processing, we'll email info to" and order details say Processed by PayPal Payment being processed
The only work around I can think of is to ask seller for paypal email and pay direct and have them manually mark payment received but this is a hassle I've been putting up with for a half a year now. Maybe when I go to managed payments this "glitch" will stop for me but half a year later I'm loosing confidence .

I can make $0.02 one-time payments on my seller account a dozen times in a row so ebay can successfully present payments for themselves but not for sellers on low value items with some BUT NOT ALL sellers. I have checked out on $0.12 auction items with some sellers but less than 50%
