This has ben going on for a weak now.
Every time I want to make purchase and I am logged into my account, I select pay-pal. the pop up comes up and after i put in my credentials the circle just rotates and page goes no wear, but if i was not logged in to my ebay account it and check out as guest the paypal box will work like normal.
I call multiple times and i get no help just people who suggest the obvious.
The last person told me to unlink my paypal account and re link it.
Now when I try to link my account and click the button to go to https://www.paypal.com/signin I put in my credentials, and the page will just refresh with the text boxes clear, but if i go to https://www.paypal.com I'm then logged into my account. So the page is logging me in but its not taking me to correct page just refreshing, I have to manual go to paypal.com to see my account logged in. This is not a browser issue. It is not a cookies issue, or a cache issue. Its a ebay paypal issue. Do not suggest i use chrome. I had enough with Google monopolizing the internet. I tried different browsers still no luck. This was working fine the last purchase I made earlier this month. What do i do to fix this? The tech support are just agents reading scripts and dont know what they are doing. I feel like eBay just took my money when i purchase giftcard now i cant use it.

its not just you, same here, I talked to a paypal website engineer last night and they said they are aware of the issue, but they feel its on ebays side... he said my paypay credits were coming through as if I was logging into the paypal site, and not authorizing a payment, and just paypal only logins were not coming through at all. while I was trying live with him on the phone

Thanks for the reply. Its ridiculous that eBay reps don't get on the message boards and comment on technical issues such as this one that affects multiple users.

I have had the same problem this past week with Checkout trying to use Paypal which I have been able to do for YEARS ...have called ebay 3 times this last week...I called Paypal after the first ebay rep told me it must be a Paypal problem. Paypal was very understanding, checked my entire account, saw that I was able to withdraw funds and receive funds, was trying to pay for items and determined it was on ebay's side with the interface. After the third conversation with ebay, the rep admitted that this is an ebay problem and others had complained... and a work order would be placed with the ebay technicians. I have been a member since 1999 and am an avid buyer AND Top Seller...no one from ebay has gotten back to me all week. Since they (ebay) require us to use Paypal, this is untenable for this to be happenning. I intend to call and complain every other day until SOMEONE at ebay gets this fixed. They are losing (and WE are losing) valuable customers if this is not fixed...and SOON !!

They need to make a twitter announcement about this. At first I thought they put a hold on my account or something like that and no one has admitted to me that eBay is experiencing technical issues. Thanks for reply's to confirm its a eBay issue.

Same here - unable to pay for won auction from eBay site on 6/23/19. Will be calling and asking eBay how they intend to keep a won item from becoming an automatic "unpaid item" while this problem is occurring.

I am unable to recreate the issue, so I can only offer blind suggestions to try.
In similar past cases where the paypal sign-in screen fails to finish loading during eBay checkout, users have suggested opening a second browser tab, going to paypal.com and signing in there, then switching to the original tab and reloading the page.
Others have suggested trying to open that paypal sign-in popup in a full page -- at one point there may have been a link inside that popup for that specific purpose -- otherwise, try right clicking on the frame inside of that popup and see if there are any options that seem promising.

I'm having the same issue. Here's the thing -- I think it's a Google problem. I was attempting to clear my cookies and cache and I got the exact same never-ending spinning blue circle. That blue circle is a Google circle, not a Paypal or eBay circle.
I think this was the last straw. I'm downloading the new Firefox. I'll report back on how that goes.

I see that same blue circle when signing in to paypal.com directly using Firefox, just before the page loads.
Next time you get that spinning circle in the paypal sign-in pop-up, see if you can right click on the inside of that pop-up and see an option to "open frame in a new browser tab or window" or something similar.

Downloaded Firefox, signed into eBay and Paypal, went to checkout and it worked like a charm. Suck it, Google. Done with your horse$#!(.

I have spent over an hour on the phone with them each day for the past 3 days, They are clueless as to what the problem is and when it will be resolved. It is also affecting the buy it now listings because it won't let the transaction get completed. Vendors are missing out on sales and the trolls at Ebay are not making any money for a no sale. Customer service is totally useless!

I too am having these issues, I went over to firefox like the other person claimed to have done and it did nothing as far as remedying my issues. I just called ebay back for at least the third time, and despite having been "added to a list" of people having issues, there was no record of any tickets of issues or anything with my name on it. I urge anyone that has not contacted ebay today (I previously tried as recently as yesterday) to call and get your name added to the ticket. Flood the system til they fix it, they see it currently as "a minor issue not affecting a lot of people." Speak up and be heard!

Open frame in a new browser tab does not exist in Firefox. This is for Chrome, stop promoting pro google propaganda. !NOT INSTALLING CHROME! eBay is not suppose to be a Chrome only website.

Tech support are just contractors working for a staff agency contracted with eBay. They don't care, all they do is read a script. Its like 1 eBay full time worker supervising a team of 20 contractors that just read off a customer support guide. That's how it is in the tech support world. CompuCom (worst support ever) most likely handles server and infrastructure and they are the worst.
