Ebay removed the "View full page" link from the PayPal checkout pop-up during a recent rolling update to the U.S. Ebay website, some time between March 20, 2017, and April 9, 2017. Previously, clicking on this link displayed the PayPal URL in the browser address bar and allowed users to verify the PayPal SSL certificate, using the functionality provided by their web browser for this purpose, before entering their PayPal username and password.
Since the update this is no longer possible. Instead only the Ebay address is displayed in the address bar and users are expected to enter their PayPal username and password on the Ebay website. Really? And PayPal is going along with this?
Apparently, Ebay and PayPal think that just because some of their users are dumb it is okay for them to be dumb too.
My workaround is to pay for Ebay purchases with a credit card instead of PayPal or Ebay Bucks. How is everybody else coping with this issue?

I think that I have found the solution (but I have not yet made an Ebay purchase to verify it)! It was posted by user capone6976 in another thread:

The PayPal pop-up is a frame. Therefore, using Firefox 48.0.2 on Windows XP SP3, I can just right-click on it and open it in a new tab. In the new tab I can safely enter my PayPal username ("Email") and password because its address bar shows that I am on the secure *PayPal* website.

I have this exact issue. I cannot buy on ebay. My browser security does not allow me to check out apparently.

I am having the same problem. I cannot complete checkout. The PayPal pop-up just hangs.

Original poster here. There are two separate issues:
(1) Ebay is now requiring PayPal users to enter their PayPal username ("Email") and password on the Ebay website during checkout if they want to pay with PayPal or Ebay Bucks. (In the past PayPal users had the option of entering their PayPal username and password on the PayPal website.) This is a security issue. This is the problem that I reported.
(2) Some PayPal payers cannot pay with PayPal during Ebay checkout because the PayPal pop-up does not load. This is a functionality issue. This is the issue that mrmcfoy reported.
Both issues were caused by a recent rolling update to the Ebay website. Both issues have not been fixed by Ebay.
To better illustrate the first issue I enclose another screenshot.

To be clear, the box pops, and one can select and enter credentials, a stupid security choice as you note, but the paypal authorization never compleats. the circle spins around the lock icon forever.
At least for me.

I just made an Ebay purchase, used my Ebay Bucks and paid the balance with PayPal without any problems by using the right-click-open-this-frame-in-new-tab trick on the PayPal pop-up during checkout. Therefore, the problem is now solved, at least for me with 32-bit Mozilla Firefox 48.0.2 running on 32-bit Windows XP SP3.

I could not pay on any computer, on any OS, on any Firefox version I have. In my case it was PrivacyBadger. Disabling it only for eBay did NOT work. It had to be totally disabled in addons settings.

Ebay check out using laptop has totally lost its marbles today (Sunday). checked out a buy it now and it came up as some beta looking scipt. I selected paypal but then there were two links to sign into paypal. I checked out from my ebay purchase list so it's not a scammer just ebay going weird. It just wouldn't check out.
Went in a number of different ways. It confirmed I have bought the item and it was now an unpaid item but laptop couldn't get thru check out and hung when I tried to link to paypal. I logged in using my phone and it let me check out seeing all the normal screens and options. When ever I have ebay operating issues on laptop, the android version on my phone usually works.
