This came up a while back, and either was never fixed or is broken again, but is a cosmetic issue.
It IS working, and the setting for OOS is getting activated, but eBay again/still messed up the return URL embedded in the links for getting redirected back to the settings page after you hit the apply button and the setting change is submitted.
Go back to the settings page after it errors out and the box will be checked (or unchecked if that was what you did).

Thank you so much! I just started updating my listings from 30 day FP to GTC and thought I would give the OOS feature a try. With so many sellers being required to change their listings to GTC, and the OOS feature only working with GTC, I bet this won't be the last time this gets brought up.

Just want to follow up. I checked the yes box and "got the server is down". I then went to my active listings page and revised a couple of my GTC listings to quantity 0. The "Out of Stock" displayed at the top of the page, I went back and revised the listing again to the correct quantity and the "Out of Stock" disappeared. I think I am going to like this a whole bunch Thank you again for your help.

I keep meaning to suggest something that I don't know would work for you.....lol
I think at least some of the categories you use have variation listings.... Have you ever thought of listing the same item in a variety of "colors" (cans) in one listing? i.e a cat design from a coke can, a seven up can, a beer can........ (I realize that would mean more production ahead of time, more pictures, keeping items labeled in inventory, etc)...... But you could add as items are sold (I think) which would save you relisting the same listing over and over. Might spur additional sales also.....as one could buy 3 cats if they have 3 friends that would like one....
just a thought.......your items are sure cute and my friends loved the ones I sent for Xmas last year..........

Thank you for your suggestion.
I am embarrassed to say that I have tried several times to create a variation listing for some of my ornaments in the Home & Garden category and just could not figure it out. Since more of the shapes that I make seem to sell better in the Collectibles categories, which do not offer variations, I just gave up. With the OOS feature now turned on, at least my new listings GTC, will allow me to make another one, when one sells, and keep the listing building up views, watchers and sales...I think.
