One day after the latest estimated delivery date provided by eBay when you purchased the item, you can file a Item Not Received case by going to your purchase history and find the item and there is a pull down. Select "I did not receive it".

The seller will have 3 business days to get the item delivered with a delivery scan from the carrier.

If that does not happen, eBay will refund you. Just check back into the case on the 4th business day and ask eBay to step in.

If you open any type of eBay case, do not close the case for any reason until you get your refund, regardless of what the seller might tell you.

I would give it a few more days considering the Holidays. Shippers have an extra heavy work load. How many days is it past the ESTIMATED delivery date?

The holiday times are absolute crud, and this year has been worse than most others. It might take a few days more than the estimate that ebay generates for regular servicing, to have your package to you. Try and reach out to the seller. They may be able to help you try and get your issue resolved.
