Ebay sent an email stating: “It’s been three days since you let us know that your item didn’t arrive so we’re checking to see if you’ve received any updates from the seller.”
I clicked their link: “you can ask us to step in to resolve the issue—“ and it takes me to the “Ask us to step in” page. But when I attempt to send request it will not successfully go and instead takes me to the “Oops, we had a technical hiccup”, “Please try again later” page. I have tried many dozens of times and have not successfully sent my request at all. Extremely frustrating.

I've had exactly the same issue. However, even though I keep getting the "try again later" message, eBay has stepped in and issued refunds. Go figure.

Make sure you are signed in to the same eBay account you used to make the purchase.
Find the transaction in your Purchase History and use the "request details" link there:

Issue persists. Attempting to respond to a "Checking in on your request" message from ebay.
I am properly signed in to correct account. I'm using Chrome browser.

You are registered in the UK, but you are currently signed in to ebay.com.
Try signing in to ebay.co.uk and doing whatever it is you were trying to do when you got that error.
If you were following a link, make sure it is an ebay.co.uk link.
