Notification won't stop popping up on screen

I recently sold an item where a buyer accepted a counter offer. The little notification bell at the top of the screen will not stop showing it even though I have cleared it a million times and this was also from a few days ago. Anyone else have similar issues?

It's been happening to me for 8 days straight and I notified eBay on day one. There are numerous threads about people having the same problem. I don't know if eBay laid off their tech staff or they just don't care, but it's extremely annoying.
