Markdown promotion not working, fails to add selected items

The Sale Event feature is not adding all the items I've selected - it states "Skipped: Minimum discount" on the sale I've created.

It doesn't seem to matter what the item price is, $30 or $100, it says the same thing. Is there an issue with the Markdown Manager?

exact same problem. customer service is useless. this issue happened before. no answers

I noticed the same thing yesterday. In my case it was on a few low priced items on my personal account. The sale applied to all items except those few that were under $15 - got that "skipped: minimum discount" message.

My thought was maybe eBay applied a new $ minimum discount and didn't tell us. But if you're seeing the same issue with items $30-100, that discounts my theory.
